Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UN Environment's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (http://www.unep.fr/). The position is located in the Economy Division, Energy Branch, Global Environment Facility (GEF) Climate Change Mitigation Unit, at the Brasilia duty station. Under the supervision of the Task Manager, GEF/ Climate Change Mitigation in Paris, the incumbent will be responsible for the following:

Responsibilities

1. Supervision of project implementation, task manages the Latin America and the Caribbean (LAC) portfolio by:- Participating in project inception meetings and Steering Committee meetings to ensure readiness, sound and timely project implementation; Regularly monitoring project progress and performance and troubleshooting projects at risk. Informing management of any significant risks or project problems and taking action and following up on decisions made; .Analyzing the quality of the projects outputs and coordinating support to improve their quality when necessary; Providing oversight to project execution and in doing so ensuring that all UN Environment and GEF criteria rules and regulations are adhered to by project partners; Monitoring reporting by project executing partners and providing prompt feedback on the contents of the report and consolidating progress reports, terminal reports and participate in evaluation for projects; Maintaining adequate project-related documentation; Applying adaptive management principles to the supervision of the project; Assisting with the preparation of project revisions, ensuring that project revision documentation is complete; Preparing project supervision plans for all projects under his/her portfolio for their entire duration and periodically updates them; Assessing the need to conduct mid-term independent evaluation and if so, liaises with the Evaluation and Oversight Unit; Managing any needed project(s) mid-term review in accordance with GEF/UN Environment guidance and preparing a management response with a plan for implementation of recommendations; Supporting the project terminal evaluation; Taking responsibility to ensure that project is financially closed in a prompt manner after completion of project activities; Supervising consultants by designing their terms of reference, setting objectives, standards and monitoring and appraising their performance; Ensuring coordination as appropriate of project activities with the activities of other relevant projects; Providing guidance to consultants and support staff, setting objectives and standards, monitoring and appraising their performance, identifying training needs and facilitating and environment of team work and high productivity; 2. Project identification and development: Conceive and develop new Climate Change mitigation projects/proposals: 1.Contributes to UN Environment's climate change mitigation portfolio strategy; identify and develop new portfolio of new climate change concepts and eligible Project Identification Forms (PIFs) based on the expressed needs of countries and relevant intergovernmental decisions. Liaise with internal and external partners in doing so. Discuss and clear such concepts with the supervisor and Senior Programme Officer; Consult with UN Environment divisions and regional offices as necessary; Present and defend concepts at the Concept Review Clearance and projects at the Project Review Committee; Address UN Environment, GEF Secretariat and Scientific and Technical Advisory Panel reviews and ensure that recommendations are considered in further project development by the executing agency; Work with the Fund Management Officer to internalize project preparation grants and project documents upon GEF approval; Monitor GEF project milestones to avoid delays and potential project cancellation; Develop and maintain close communication and relations with relevant government officials, international research organizations, UN agencies, GEF, governments and UN Environment Collaborating Centers, on climate change enabling activities. Liaise and maintain good relations with GEF, GEF Secretariat staff on operational and policy matters. 3. Contribute UN Environment and GEF corporate tasks: Provide input to corporate tasks as requested by the supervisor and/or the Senior Programme Officer; Contribute to Council document reviews as needed; Represent GEF in UN Environment and GEF-related meetings; Participate in the Project Review Committee; Provide input to policy and information documents as necessary; Provide input to corporate evaluations, including country portfolio evaluations, thematic evaluations and impact evaluations and to the preparation of the Management Action Record. 4. Perform any other related duties as may be required.

Competencies

• PROFESSIONALISM: Knowledge of the UN system and familiarity with the GEF is an advantage. Develop new concepts and projects for GEF funding and supervise an existing portfolio of projects under implementation. Knowledge and practical involvement with developing and implementing solutions to mitigate climate change. Ability to undertake desk research and draft project proposals. Ability to consult and build consensus around project ideas. Ability to apply judgment in the context of assignment given, plan own work and manage conflicting priorities. • CLIENT ORIENTATION: Considers al those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to clients

Education

Advanced university degree (Master's degree or equivalent) in Engineering, Environment, Energy or related fields is required. A first-level university degree with two additional years of qualifying experience to the position may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years relevant progressive work experience in international development, project development and supervision or management of climate change mitigation projects. Proven capability to source new projects and mobilize resources, and develop projects for GEF funding and supervise an existing portfolio of projects under implementation. Knowledge and practical involvement with developing and implementing solutions to mitigate climate change. Practical experience in dealing with public and private institutions and policies in Latin America is an advantage. Working knowledge of the GEF, the UN and UNEP is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English and Spanish are required. Knowledge of another official United Nations language is an advantage. Working knowledge of Portuguese is highly desirable.

Assessment

Evaluation of qualified candidates for this position may include substantive assessment which may be followed by a competency-based interview.
