Org. Setting and Reporting

This position is located in the Executive Office in the Department of Public Information. The Executive Office is responsible for administering the financial, budgetary, human resources, information technology and other resources of the department. The incumbent will report to the Deputy Executive Officer.

Responsibilities

Under the supervision of the Deputy Executive Officer, the incumbent will be responsible for the following duties:

Budget and Finance
• Assists in the preparation and review of financial and human resource proposals/requirements.
• Assist with the timely management of general trust funds, including the preparation of cost plans, allotment requests, contribution agreements, substantive and ad-hoc reports on the use of trust funds and status of contributions to donors and focal points.
• Consolidates budget/work programme with respect to Headquarters' budget.
• Monitors expenditures and compare with approved budget, prepare adjustments as necessary.
• Assists managers in the elaboration of resource requirements for budget submissions.
• Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
• Prepares or customizes Umoja system generated financial reports.
•Co-ordinates with other finance and budget staff on related issues during preparation of budget reports.
• Responds to enquiries relating to finance issues and provide information and advice to staff regarding their entitlements.

General Administration
• Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters.
• Coordinate extensively with service units and liaise frequently with internal team members.
• Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems, organize and coordinate seminars, conferences and translations).
• May be responsible for guiding, training and supervising the work of more junior General Service staff.
• Performs other related duties as required.

Education

High school diploma or equivalent.

Work Experience

A minimum of seven years of experience in finance, budget, accounting, administrative services or related area. Experience in expenditure monitoring of donor or similar accounts in an international organization setting is desirable. Experience in financial modules of an ERP system such as SAP, UMOJA or similar is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
