Org. Setting and Reporting

This position is located in the Departments of Peacekeeping Operations (DPKO) and Field Support (DFS), Policy, Evaluation and Training Division (PETD), Policy and Best Practices Service (PBPS). The incumbent reports to the D-2, Director of Policy, Evaluation and Training Division.


Within limits of delegated authority, the Chief of Policy and Best Practices Service (PBPS) is responsible for: planning and overseeing the work programme of PBPS and advising the Director of the Division on programmatic priorities; providing substantive direction and oversight on peacekeeping knowledge management and institutional learning, policy planning and doctrine development activities as well as on thematic advisory functions under the purview of PBPS; supervising the development of analytical and concept papers and policy options to address challenges in peacekeeping, based on lessons identified and good practices; and overseeing the substantive review of reports, briefing notes, statements and other documents drafted by PBPS or of PBPS comments/inputs to documents drafted by other units of the Department of Peacekeeping Operations (DPKO) and Department of Field Support (DFS), other Secretariat departments and offices, entities of the UN system, and external peacekeeping partners. He/she will also be responsible for maintaining close relations with Permanent Mission of the member states, UN legislative bodies, other UN departments, offices, specialised agencies, funds and programmes, other international and regional intergovernmental organizations, as well as representatives of non-governmental and civil society organizations, academics institutions and other peacekeeping partners to advance understanding of UN peacekeeping and the work of DPKO/DFS. He/she will represent PBPS in internal and public fora to address peacekeeping policy and doctrinal issues, thematic and cross-cutting issues that fall under the purview of PBPS, and emerging trends in peacekeeping concepts and practice. The Chief will also direct and guide the work of the Service, including the supervision of staff, the establishment and monitoring of work plans, recruitment, budgetary matters and fundraising, as required.

Advanced university degree (Master’s degree or equivalent degree) in political science, international relations, law, public administration, social science or related areas. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 15 years of progressively responsible experience in political affairs, international relations, diplomacy, law, public administration or related areas is required. At least five years of experience with the United Nations or other large international organization is required. Experience working with field and mission operations is required. Experience engaging, briefing and interacting at the political and technical level with intergovernmental bodies and Member States representatives is required. At least two years of field experience in a conflict or post-conflict environment is desirable. Experience developing policy agendas and doctrine is desirable. Experience managing large organizational units is desirable. Multidisciplinary experience in the peace and security area is desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English is required. Knowledge of French is desirable.


Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This post is financed by the Support Account for Peacekeeping Operations for a period of one year. Extension of appointment will be subject to budgetary approval.
