Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This post is located in the Europe Office at the Geneva duty station. Under the overall direction of the Deputy Director and the direct supervision of the Administrative Officer, the incumbent will be responsible for supporting the Europe Office and its out posted offices in the areas of budget and finance, claims and general administration.

Responsibilities

Budget and Finance:
• Assists in the preparation of supporting documents with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
• Supports the Administrative Officer in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Administrative Officer.
• Researches/compiles data and other information required by the Administrative Officer in the review and analysis of relevant proposals.
• Assists the Administrative Officer in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures.
• Prepares shopping carts, LV POs, funds pre-commitments, and funds commitments in Umoja and reviews them to ensure that funds are available and the correct account (coding block) has been used.
• Assists the Administrative Officer with periodic review and analysis of various commitments to support end-of-cycle closing processes.
• Assists in the financial backstopping of regular and extrabudgetary budgets such as trust funds, including monitoring the status of voluntary contributions, generating expenditure reports from Umoja and monitoring reporting requirements by donors.
• Assists the Administrative Officer in the issuance of allotments in Umoja
• Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
• Monitors status of expenditures and allotments through an ERP system (Umoja) against approved budget, analyzes variances.
• Prepares statistical tables and standard financial reports.
• Reviews status of relevant expenditures and compares with approved budget.
• Co-ordinates extensively with internal team members such as Programme Officers, staff at outposted Offices, the United Nations Environment Programme Corporate Services Division (UNEP/CSD), and liaises frequently with partners at the United Nations Office at Nairobi (UNON).
Claims:
• Verifies and prepares payments to third parties, commercial entities, and individuals, including processing service entry sheets in Umoja and monitors payments.
General:
• Keeps up-to-date on relevant documents/reports/guidelines, ensuring compliance with United Nations policies and procedures.
• Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters.
• Maintains and keeps up-to-date working and reference files (both paper and electronic).
• Provides advice/guidance to staff with respect to procedures, processes and practices.
• Performs other related duties, as assigned.

Education

Completion of secondary education is required. Supplementary training in administration, finance, budget, accounting or related fields is required. MUST have passed the United Nations Administrative Support Assessment Test (ASAT) or the Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices away from Headquarters.

Work Experience

A minimum of five (5) years of progressive responsible experience in Finance, Budget, accounting and related area is required. Working experience with the Enterprise Resource Planning (ERP) and finance system and International Public Sector Accounting Standards (IPSAS) is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
