Org. Setting and Reporting

The Department of Field Support (DFS) is mandated to provide strategic support for the administrative, logistics and technology requirements of all United Nations field missions, including peacekeeping operations and special political missions. These positions are located in the East and Central Africa Section (ECAS), Field Personnel Operations Service (FPOS), Field Personnel Division (FPD), Department of Field Support (DFS). The Human Resources Assistant will report to the Deputy Chief of Section.

Responsibilities

Within delegated authority, the Human Resources Assistant will be responsible for the following duties:

RECRUITMENT AND PLACEMENT:
•Researches and provides accurate information to Human Resources Officers and Senior Managers on human resources/staffing issues.
•Oversees and provides expert advice to missions and service centres in exercising delegated authorities and responsibilities in the recruitment and placement of staff.
•Drafts correspondence on the full range of staffing related issues.

ADMINISTRATION OF ENTITLEMENTS:
•Reviews and advises on requests pertaining to entitlements and claims.
•Reviews and seeks support from OHRM on exceptions to policies, regulations and rules.
•Monitors issues and data pertaining to conditions of service.

CLASSIFICATION:
•Assists in reviewing and processing requests for classification.
•Provides advice and answers general queries on classification procedures and processes.

GENERAL:
•Provides general office support services; drafts and/or processes a variety of correspondence and other communications.
•Conducts research on precedents, policy rulings and procedures.
•Sets up and maintains reference files/records (electronic and paper).
•Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.
•Prepares special reports based on monitoring of strategic and operational HR indicators and participates in special human resources related projects.
•Assists in the preparation of necessary documentation for distribution to various offices, departments and overseas offices.
•Performs a variety of administrative duties (e.g. leave recording, request for office supplies and equipment, etc.).
•Maintains automated database containing HR related statistics and prepares periodic reports.
•Performs other duties as required.

Education

High school diploma or equivalent.

Work Experience

A minimum of five years of experience in human resources management, administrative services or related area is required. Experience in processing or advising on entitlements is desirable. Experience in researching HR related issues and providing related advice to clients is desirable. Experience in monitoring strategic and operational indicators using dashboards, scorecards or individual reports from statistical databases is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

- These positions are subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. - Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Having passed the Administrative Support Assessment Test in English at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

- Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

- Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

- These posts are financed by the Support Account for Peacekeeping Operations for a finite period of one year. Extension of appointment will be subject to budgetary approval.

- According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity, including but not limited to, respect for international human rights and humanitarian law.
