Org. Setting and Reporting

LSD provides strategic direction and advice on logistical matters, monitors and assesses the delivery of transportation and specialist support services in the functional areas of air transport, surface transport, engineering, medical and supply, as well as aviation safety operations. Furthermore, the Division is responsible for the property management framework of field missions and monitors compliance with the IPSAS valuation and reporting requirements.

The LSD has been mandated to implement the supply chain management vision and strategy for a well-managed and agile supply chain to support United Nations field missions with effectiveness and efficiency through integrated 'end-to-end' processes, starting with robust planning and managing global demand, strategic sourcing, consolidated delivery and return, supported by a strong performance management framework.

This position is located in the Supply Chain Performance Management and Policy Coordination Section of the Supply Chain Planning and Enabling Service of the Logistics Support Division (LSD), Department of Field Support (DFS).

The Chief of Section - Supply Chain Performance Management and Policy Coordination reports to the Chief of Service.

Responsibilities

Within delegated authority, the Chief of Section will be responsible for the following.

•Provides policy guidance to the Chief of Service, on strategy development and conducts macro-level analysis for DFS/LSD Senior Management on efficiency and effectiveness of Supply Chain Management activities and field mission operations and develops proposals on improving business processes.
•Ensures a holistic approach to the development of “balanced” performance measures and metrics for integrated end-to-end supply chain processes derived from Supply Chain Operations Reference (SCOR) model to serve as the DFS Supply Chain Performance Management Framework.
•Coordinates the development of strategic objectives, priorities, key actions and key performance indicators for Supply Chain Management, for Contingent Owned Equipment (COE) and UN Owned Equipment (UNOE) accountability.
•Develops oversight framework and evaluation mechanisms to ensure compliance with the financial regulations and rules of the United Nations, with the delegation of authority for property management and accountability, the COE Manual and relevant DFS directives and guidelines.
•Oversees the development of departmental guidelines for the establishment of the end–to-end supply chain processes and compliance with the Financial Regulations and Rules of the United Nations.
•Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate.
•Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others.
•Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Unit/Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
•Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
•Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
•Prepares inputs for the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
•Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
•Recruits staff for Section taking due account geographical and gender balance and other institutional values.
•Manages, guides, develops and trains staff under his/her supervision.
•Fosters teamwork and communication among staff in the Section and across organizational boundaries.
•Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
•Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions.

Education

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, supply chain management, logistics or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in PRINCE2 or other project management methodologies is desirable. Certification in supply chain management is desirable.

Work Experience

A minimum of ten years of progressively responsible experience in supply chain management, logistics or related field is required. At least two years of managerial experience in the area of supply chain management is required. Experience in logistics or supply chain performance management is desirable. Experience in providing large scale logistics and supply chain support services to or in a complex, volatile, conflict or post-conflict environment is desirable. Experience in project/programme management is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

This position is funded by the Support Account for peacekeeping Operations for a finite period of one year and may be extended subject to budgetary approval.
