The post is located in the Engineering Unit, Buildings and Engineering Section, Central Support Services, Division of Administration, United Nations Office at Geneva (UNOG).
Under the supervision of the Chief of the Engineering Unit, the incumbent is responsible for the following duties and responsibilities:
(a)Client relationships – Development and implementation of capital improvement and maintenance plans.
•Gathering of data, analyzing and anticipating evolving needs of the Unit’s clients;
•Conducting inspections of the technical infrastructure of the Palais des Nations and its annex buildings;
•Monitoring technological developments and keeping abreast of changes in standards and regulations;
•Submitting master capital improvement plans based on aforementioned components (clients’ needs, technical infrastructure inspections, technological developments, and standards and regulations);
•Preparing budgetary projections that serve as a basis for requested capital improvements;
•Establishing performance indicators for outsourced services;
•Drafting specifications for capital projects and maintenance services;
•Analyzing tenders and drafting procurement recommendations;
•Technical and financial monitoring of facilities;
•Monitoring the performance of external contractors;
•Assisting to prepare or preparing maintenance plans.
(b)Promotion of continuous improvement of the Unit’s performance.
•Ensuring technology transfer from external companies to the Unit’s technical staff;
•Participating in the development and implementation of the Unit’s technical and organizational work standards;
•Participating in the development of training plans for Unit staff;
•Providing technical support to the Unit supervisors;
•Coordinating his/her work with that of other Unit staff members and the Unit’s activities with relevant external parties (Buildings Unit, Information and Communication Technology Service, clients);
•Providing staff members of the Unit with specialized training, as required;
•Carrying out performance analyses and suggesting and implementing corrective action as part of the continuous improvement process.
(c)Contributing to the Strategic Heritage Plan (SHP) on all technical aspects as required:
•Communicate with SHP and BES operational expert to provide technical information on existing equipment, maintenance and operations;
•Provide SHP and BES operational expert with necessary information on maintenance contracts in order to extend or implement new maintenance contracts;
•Ensure information transfer from SHP and BES operational expert to the BES team in regards to future installations and equipment;
•Coordinates BES works to ensure harmonization between BES project and future SHP project;
•Participates with BES operational expert in analysing technical design concepts and its impact on future BES maintenance and operations;
•Replace BES operational expert in his/her absence.
(d)Assists with tracking equipment data and building maintenance history records in Umoja Plant Maintenance module:
•Coordinate with all Engineering subunits to gather information regarding existing preventative maintenance programs;
•Draft preventative maintenance programs, tasks and scheduling for existing equipment as well as for any new installations;
•Participate in implementing the new preventative maintenance plans in Umoja Plant Maintenance module;
•Works with other CSS staff members to incorporate any new preventative maintenance programs, tasks and scheduling in Umoja Plant Maintenance module.
(e)Performs other related duties as required.
Professionalism:
- Knowledge of installation standards of the host country; Knowledge of CAD (preferably AutoCAD); Knowledge of CMMS.
- Ability to apply engineering skills and to participate in engineering projects, including preparation of cost estimates, research of data and preparing graphs; Ability to identify and analyze engineering data of significant depth and complexity.

Advanced University degree (Master’s degree or equivalent) in mechanical engineering is required; specialization in Heating, Ventilation, Air conditioning (HVAC) is desirable. A first-level university degree in combination with at least two years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in mechanical engineering, preferably in the field of Heating, Ventilation, Air conditioning (HVAC) is required. Experience in project management within a multidisciplinary team is required. Experience in maintenance and/or renovation projects of electrical and mechanical installations is desirable. Experience in renovation and upgrading of existing building facilities (such as power installations, electronic security installations, sanitary installations, energy management, building management system projects) is desirable. Experience in Computerized Maintenance Management Systems (CMMS) is desirable. Experience in the UN Common System is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
This position is for a duration of 364 days. Extension of the appointment is subject to the availability of the funds.
