Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty aiming at the coordinated and concerted conservation and management of migratory species and the ecosystems on which they depend. This position is located in Bonn, Germany, at the ASCOBANS Secretariat, which is provided by the CMS Secretariat. The Associate Programme Officer reports to the Head of the Aquatic Species Team and the Executive Secretary. The focus of this job is the implementation, monitoring and evaluation of the Agreement on the Conservation of Small Cetaceans in the Baltic, North East Atlantic, Irish and North Seas (ASCOBANS). Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

Responsibilities

•Works with key clients to facilitate the development, implementation and evaluation of the Agreement on the Conservation of Small Cetaceans in the Baltic, North East Atlantic, Irish and North Seas (ASCOBANS), including monitoring, analyzing and reporting on specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends concerning marine mammals in the ASCOBANS region.
•Plans and facilitates workshops, teleconferences and other events to support Parties to implement ASCOBANS and to engage Non-Parties to ratify ASCOBANS.
•Prepares and monitors annual national reporting; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
•Drafts and contributes to various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, press releases etc.
•Prepares and organizes meetings of the Advisory Committee, of the various Working Groups and the Meeting of Parties, and any other workshops that might arise to advance implementation of ASCOBANS. This includes proposing agenda topics, identifying and proposing participants, preparing background documents and presentations, handling logistics, etc.
•Undertakes media and outreach activities, including regular news items for the ASCOBANS homepage and Facebook page. Preparation of press releases, as appropriate.
•Coordinates the ASCOBANS budget, including fundraising and annual reporting to Parties, and other administrative activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in biological/environmental sciences, environmental law or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in managing conservation projects/programmes, or related area. Experience in facilitating stakeholder dialogue is an advantage.

Languages

English, French and Spanish are the working languages of the UNEP/CMS Secretariat. For the post advertised, fluency in oral and written English (both oral and written) is required. Knowledge of another language from the agreement area and/or a UN official language is an advantage.

Appointment against this post is for an initial period of six months and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
