Org. Setting and Reporting

This position is located in the Human Resources Management Service (HRMS), Division of Administration, United Nations Office at Geneva (UNOG). The Administrative Officer works under the direct supervision of the Deputy Chief of HRMS and overall guidance of the Chief, HRMS.

Responsibilities

Within delegated authority, the Administrative Officer will be responsible for the following duties:

• Participates in and reviews actions relative to the administration of human resources, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
• Responds to staff queries on conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
• Participates in establishing and managing the Client Support Center in the area of human resources.
• Oversees workflows and work distribution related to client support services.
• Defines performance indicators and monitors delivery of services in accordance with agreed quality standards.
• Provides guidance and leadership to more junior staff and ensures adequate training and capacity building.
• Monitors the work of the Client Support Center by conducting regular and special reviews, proposes innovative solutions, liaiseS with counterparts in other administrative areas and client offices. • Coordinates the production of work reports and statistics.
•.Serves as focal point for customer relationship management systems.
• Defines office technology needs and oversees maintenance of equipment, software and systems, coordinates enhancements and liaises with IT team as necessary.
• Performs other related work and participates in special projects as required.

• CLIENT ORIENTATION: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in administration, finance, human resources management or related field is required, of which preferably three years in the United Nations Common System. Experience using ERP systems (i.e. Inspira, IMIS, Umoja or similar) is desirable. Experience in project management, change management and management of client relations is also desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
