Org. Setting and Reporting

This position is located in the Office of the Director in the Economic Development and Integration Division (EDID) of the Economic and Social Commission for Western Asia (ESCWA). The Senior Programme Management Assistant will be under the overall supervision of the Director of EDID.

Responsibilities

The incumbent will be responsible for carrying out the following:

1- Independently provides full range of programme/project management and implementation assistance at all phases of the programme/project cycle of the Economic Development and Integration Division (EDID), seeking guidance only in exceptional circumstances;
2- Researches, compiles, analyses, summarizes, and presents basic information/data on EDID wide range of programmes/projects and related topics, highlighting noteworthy issues/trends for consideration by appropriate parties;
3- Tracks resolutions and other legislative mandates that affect programme/project content and oversees the preparation of the relevant database(s) to ensure the incorporation of programmatic and other changes enacted by legislation;
4- Reviews, appraises and revises, as necessary, all submissions for substantive programmes/projects, ensuring compliance with guidelines and programme/project objectives;
5- Identifies problems/issues, seek clarification from departments, assess replies, and prepares a summary for the manager with suggestions for further action;
6- Works with funding agencies in arranging financing modalities; obtains requisite clearances; ensures establishment of proper monitoring systems through scheduled reporting, review meetings and missions;
7- Drafts budget and forecast based on submissions; prepares monitoring checklists, identifying stages of programme/project development, funding source, inputs by reviewing internal and external bodies, and follow-up actions required;
8- Monitors budgetary commitments, including verification of charges and obligation documents in the system for all financial transactions; prepares periodic budget revisions and ensures appropriate resource allocations; reconciles accounts with amended budget; evaluates trends of financial implementation and makes necessary recommendations to line manager;
9- Serves as focal point for coordination, monitoring and expedition of implementation activities and participates in programme/project evaluation;
10- Monitors implementation to ensure work is proceeding according to established plans, including analysing implementation difficulties and initiating remedial action;
11- Arranges for formal closures of projects, final budget revision, transfer of equipment, clearance, publication and distribution of final report;
12- Provides secretariat services to committees, ad hoc tasks forces, etc.; drafts and circulates agenda notes to members/participants; assembles background documentation; drafts minutes of the meeting; monitors follow-up actions, etc;
13- May undertake mission/field work in support of above activities, e.g. specific administrative, operational/control tasks for programme/project activities;
14- Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities;
15- Liaises with staff in different EDID Sections. Collects, verifies and consolidates monitoring and reporting information. Supervises office support staff, including distribution and review of work assignments, training, and inputs to performance evaluation;
16- Performs other duties as assigned.

Education

High school diploma or equivalent. First level university degree in Business Management is desirable.

Work Experience

A minimum of ten years of experience in programme or project administration, technical cooperation or related areas, is required. Experience in international organization in programme/project planning and management is an asset. Familiarity with various office software is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. Arabic is also a working language for ESCWA. For the post advertised, fluency in oral and written English and Arabic is required.

Assessment

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test when they are short-listed for a job opening. Having passed the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST per applicable eligibility guidelines. In addition to the above, the shortlisted candidates may be required to undergo a substantive written assessment related to the functions of the post and an interview. Special Notice

• This position is available temporarily until 30 June 2018. Extension of appointment/assignment is subject to the continued need for temporary services, satisfactory performance, and the availability of funds.

• Appointment against this position is on a local basis; candidates shall be recruited in the country of the duty station, irrespective of nationality and length of time the candidate may have been in the country. If no suitable candidate is identified, overseas candidates will be considered subject to a passing grade on the relevant entry-level examinations at the duty station. The candidate is responsible for any expenses incurred in order to take the examination and, in the event of an employment offer, any costs relating to travel and relocation to the duty station. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers In accordance with established rules and procedures.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
