Org. Setting and Reporting

This position is located in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) and the Special Projects Officer will report directly to the Director of Mission Support (DMS).

Responsibilities

Within the delegated authority, the Special Projects Officer will be responsible for the following functions:

1) Strategic planning:
• Supports, in consultation with key mission actors, on the delivery of priority projects, primarily in construction, to support the logistics and operations of the military and police components;
• Ensures the articulation of longer term sustainability of construction projects with immediate benefits delivered by short term projects;
• Advises the Director of Mission Support (DMS) and prepares the work programme of the Special Projects office, determining priorities, and allocating resources for the completion of outputs and their timely delivery;
• Coordinates all aspects of the assigned projects and works with the team engaged full-time on key projects led by the Chief Engineer;
• Ensures that all contracts, vendors, materials, equipment and personnel are on track and/ or in place to move the projects forward at a steady, rapid pace, and aiming for completion by 30 June 2018.

2) Coordination and partnership building:
• Supports the DMS in coordinating the Mission's efforts to deliver in a timely manner on the special projects, as agreed with the senior leadership;
• Ensures effective coordination and communication between relevant MSD sections engaged in support to the special projects, including the hard wall construction project;
• Participates in all meetings on the assigned projects and provides programmatic/ substantive expertise on all related issues;
• Supports close collaboration with key stakeholders, internal and external, and promotes coherence of effort and effective targeting and management of priority projects.

3) Management:
• Leads the day-to-day management of the work carried out by the different units working on the assigned projects, in close liaison with other components/ offices within MINUSCA;
• Oversees the special projects’ budgetary and financial allocations and adjusts plans accordingly;
• Oversees, supervises and manages the construction projects that MINUSCA is implementing to provide hard wall accommodation to the contingent troops who are not self-sustained (approximately 10,000 troops).
• Provides strategic guidance for the monitoring and assessment of the impact of the assigned projects on the ground, allowing the adjustment and scaling up of successful initiatives to ensure meaningful and sustainable impact to the beneficiaries/ clients.
• Coordinates and oversees the preparation of all reports on the special projects, as appropriate.
• Ensures that the outputs produced by the Special Projects Office maintain high-quality standards; that reports are clear, objective and based on comprehensive data.
• Manages, guides, develops and trains staff under his/her supervision, if applicable.

4) Communication:
• Works closely with the Strategic Communications and Public Information office to ensure that the special projects are well publicized with a view to building confidence in the mission’s image and mandate;
• Provides regular reports on progress to Mission and Headquarters leadership, through the Director of Mission Support;
• Carries out other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, social sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in administration, logistics, and project/ programme management, or a related field is required. A proven track record of leadership in multi-cultural settings, including management and coordination of large multi-disciplinary teams, is required. A minimum of five years of experience in a UN common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) in a conflict or post-conflict setting is required. Extensive experience in leading and supporting UN Mission Support coordination and logistics processes is required. Extensive experience developing and implementing programmes and /or projects that contribute to the fulfillment of peacekeeping mandates is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Notes:

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
