Org. Setting and Reporting

The position is located in the Business Planning and Consolidation, Strategic Management, Budget Formulation and Performance Management, Finance Team of the ERP/Umoja project in the Department of Management in New York. The Information Systems Officer will report to the Senior ERP Analyst.

Context: The work plan of Umoja Extension 2, specifically in respect of Finance processes, as approved by the GA following reports A/71/390 and A/72/397.


The position will serve to reinforce the Project's capacity in the context of the design, build, test and roll out of the new scope of functionality of Umoja and its subsequent stabilization during 2017-2019 [Extension 2], which will include additional integration work for the Finance processes of UMOJA's SAP implementation, such as in connection with Strategic Planning, Programme Management, Budget Formulation and Performance Management.

Under the direct supervision of the Senior ERP Analyst of Umoja's SPPM team, the Information Systems Officer will be responsible for delivering a variety of support work for the implementation of solutions for Umoja's Extension 2, such as in connection with Strategic Planning, Budget Formulation, Programme Management, Performance Management and integration with other Umoja solutions as well as the related technology of BPC and other technologies used in custom development.

Within limits of delegated authority, the Information Systems Officer will be responsible for the following duties:


(a) Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems that typically impact critical operations and large or multiple user groups.
(b) Provides expert advice on complex system analysis and design for the Finance processes of the Umoja solution, including the related configuration in SAP [such as for General Ledger, Accounts Payable, Accounts Receivable, Fixed Assets, Grants Management, Funds Management, Controlling, Project System, etc].
(c) Provides process improvement subject matter expertise in the area of SAP Finance processes, particularly Grants Management, Funds Management, Controlling and Project Systems.
(d) Develops detailed specifications, business design documentation and end-user documentation for the Financial management-related functionality, processes and reporting in the SAP Umoja solution, in particular with respect to Strategic Management, Budget Formulation and Performance Management.
(e) Participates in the development of risk/benefit analyses associated with enhancements and/or customizations, which shall be rationalised and generally minimal, for which full written justifications are to be provided.
(f) Provides inputs into the design of Umoja Extension 2 processes as they relate to Finance, in particular the Grants Management workstream and process areas, such as with respect to Donor Relationships and Implementing Partners.


(a) Creates and maintains models and dimensions in BPC and their related data manager packages, package links, logic scripts, transformation and conversion files, delta loads and business process flows.
(b) Creates and maintains input forms and reports in BPC using the EPM Excel Add-In.
(c) Creates and maintains the integration of BPC with other SAP and Non-SAP systems, including the automation of master data updates and budget actuals.
(d) Ensures optimal performance of saving data to and retrieval from BW to Excel.
(e) Assists with the modeling and configuration of security for BPC.
(f) Assists with the creation and maintenance of the business logic and business process flows in Strategic Management.


(a) Supports the end-to-end unit and integration testing of Umoja SAP Finance processes using applicable methods, standards and specific data models, designing and utilizing test bases, assisting users in acceptance testing and validating results thereof.
(b) Supports integration testing of the new Finance-related projects coming up with UE2, such as Donor Relationships and Implementing Partners, specifically as they concern Strategic Management.
(c) Assists in assessing and resolving defects identified during all test phases.


(a) Liaises with users to understand requests for new enhancements while leading Tier 3 support to Finance processes for large or multiple user groups.
(b) Assists with user documentation, preparation of training materials and detailed presentations.


Professionalism: Knowledge of ERP/SAP Finance systems design, and development, management, implementation and maintenance of complex information systems. Knowledge of BPC development and integration. Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters. Knowledge of a range of computer languages and development paradigms, knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s). Advanced university degree (Master's degree or equivalent degree) in computer science or information systems or a related field. A first-level university degree in combination with two additional years of qualifying experience and professional qualification may be accepted in lieu of the advanced university degree. SAP technical trainings and Certifications in SAP BPC, BW, PS are desirable.

Work Experience

A minimum of seven years of progressively responsible experience in end-to-end planning, design, development, configuration, deployment and maintenance of IT-supported solutions for Finance and Budget in an ERP environment, is required. Experience with SAP, along with Database and Masterdata, is required. Experience in system analysis, integration, workflow design and configuration in SAP Finance is required. Experience with IPSAS is desirable. Experience with writing specifications, configuring, implementing, testing and subsequent production support is desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.
