Cadre organisationnel

The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. The advertised position is located in the Division of Regional Operations (DRO). The incumbent will report to the Deputy Director and Director of the Division.

Responsabilités

Under the supervision of the Directors of Regional Operations Department of Safety and Security (DSS), the Security Coordination Officer (SCO) will perform the following duties:

• Develops and conducts Division security operation training modules dedicated to Designated Officials for security and Field Security Officers in support to the Division strategic framework for implementing the subprogramme on strengthening safety and security arrangements by updating security and safety modalities and operating procedures, and developing crisis-management response plans, capabilities and procedures,; The scope of the crisis management encompasses the entities and actors of the United Nations Security Management System and other partners under the Saving Lives together framework. Efforts will focus on enforcing the accountability of the actors within the framework of the mechanism of accountability and modules will provide to senior UN Officials requisite knowledge and skills to discharge their function as Designated Officials for security.

•Develops methodology, frameworks and modules comprising: Evacuation/Relocation of UNSMS personnel and family members; wellbeing and duty of care for locally recruited personnel and their families (in case of evacuation of international personnel): Procedures for the return after evacuation/relocation, e.g. humanitarian surge, Operating under international military conflict conditions – e.g.de-confliction and military-civilian coordination, Protection and physical security of UNSMS premises - terrorism and public unrest scenarios, Management of mass casualty incidents, Hostage incident management, Determination of UNSMS presence/footprint/personnel, Application of alternate work modalities, Determination of acceptable risk, Application of programme criticality.

•Coordinates resource personnel that includes specialists and experts on specific elements of crisis situations, including medical service, disaster response, emergency humanitarian operations, field communications, hostage incident management, implementing partners under the Saving Lives Together (SLT) framework and administration.

•Monitors, researches and assesses all factors, elements and crisis situations recently faced by the UNSMS as part of a small team dedicated to the Crisis Management Training for Designated Officials ; Facilitates engagement with stake holders through a bi-directional flow of information; Defines quality standards, procedures and techniques; Provides periodic information, progress and project reports to the Division Directors; Provides feedback from resources personnel and Designated Officials; Oversees the coordination and administration of all aspects of the crisis training program including planning, organizing, leading and directing program activities in reliance to the UNSMS security policies; Prepares and develops project reports; Makes recommendations to the Division Directors on the courses of actions and appropriate responses as required.

•Provides expert guidance and leadership to conduct the Division Objective on Crisis Management; Coordinates and conducts consultations with all organizations of the UNSMS; Establishes and conducts regular contacts and dialogs with Chiefs/Security Advisers (C/SAs), analysing accumulated information and maintains a continuous picture of evolving global incidents affecting the security of UN personnel and dependents; Collects data inputs; Create and deliver crisis management training modules, exercise programmes and testing; Evaluates and updates processes as needed aligning to best practice standards and existing policies; Designs and executes improvement program to build a continuity capability.

Compétences

Professionalism: In depth knowledge in the field of security risk management, especially of the UN security management system. Asks questions to clarify, and exhibits interest in having two-way communication. Tailors language, tone, style, and format to match the audience. Demonstrates openness in sharing information and keeping people informed.

Formation

Advanced university degree (Master’s degree or equivalent degree) in Disaster or Emergency Management, Risk Management, Political Science, Military Science, Public Administration, Law Enforcement, Law or related area is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of seven (7) years of progressively responsible experience in security, risk or disaster management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. Senior command or management experience in the public or private or corporate sector is required. A minimum of 2 years international field experience in peacekeeping, UN Security Management System or similar International Organizations within security or related area is required. Experience in developing and facilitating training programmes in the security area is desirable. Experience in Crisis Management is highly desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

• Staff members are not eligible to apply for the current temporary job opening if they are unable to serve the specified duration of temporary need before reaching the mandatory age of separation. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
