Org. Setting and Reporting

The Peacebuilding Support Office (PBSO) was established to assist and support the Peacebuilding Commission (PBC) with strategic advice and policy guidance, administer the Peacebuilding Fund (PBF) and to serve the Secretary-General in coordinating United Nations agencies in their peacebuilding efforts. In the founding resolutions (A/RES/60/180 and S/RES/1645(2005)) establishing the Peacebuilding Commission, the United Nations General Assembly and the Security Council requested “the Secretary-General to establish, within the Secretariat, from within existing resources, a small peacebuilding support office staffed by qualified experts to assist and support the Commission”. The office comprises the Peacebuilding Commission Support Branch, the Policy, Planning and Application Branch and the Financing for Peacebuilding Branch (FPB). The Knowledge Management and Outreach Officer, post is found in the Financing for Peacebuilding Branch and reports to the Chief of the Branch.

Responsibilities

Within delegated authority and under the supervision of the Chief, Financing for Peacebuilding Branch, the Public Information Office may be may be responsible for the following duties:

•Develops and manage the PBF outreach strategy, including branding and messaging standards
•Ensures implementation of a knowledge management framework and system and information programs to publicize priority issues and/or major events, to include drafting information strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome.
•Undertakes activities to promote media coverage (e.g. press conferences, interviews, press seminars and other special activities) of priority issues and/or major events, to include development of a media strategy and action plan, initiating pro-active media outreach efforts, proposing and arranging press conferences/media coverage, disseminating materials and consulting with press on approach/story angle and other information requests, undertaking appropriate follow-up action and analyzing and reporting on the impact of coverage. Provide support to country based colleagues to document PBF results, approaches and lessons learned
•Optimize content for online use and create graphics for visually appealing web pages
•Produces or oversees production of information communications products (e.g. press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, radio spot program, etc.), to include proposing topics, undertaking research, determining appropriate medium and target audience, preparing production plans, writing drafts, obtaining clearances and finalizing texts, editing copy, and coordinating design approval, printing procedures and distribution together with PBSO and field based colleagues and partners
•Collaborate and/or actively solicit new written and visual content for website from colleagues in Missions, Country Teams and other partners. Review, polish, edit and post on the website, ensuring high quality visual and content posting;
•Prepares, on the basis of official UN documentation and other sources, initial drafts of articles or chapters for inclusion in UN newsletters, periodicals, reports and books.
•Initiates and sustains professional relationships with key constituencies, advise on usability and innovation in communication and knowledge management tools. Develop user friendly thematic guidance notes in collaboration with PBSO partners
•Acts as focal point. and develop and manage contracts with external providers of services and supporting/technical resources, e.g. graphic and web designers, programmers, developers and other vendors
•Participates in selecting the information transmitted to key constituencies. Contribute to the PBSO newsletter and other regular communication products.
•Support the Day to day management of the PBSO communication platforms including tagging, uploads, images and comment administration;
•Provides guidance to, and may supervise, more junior staff.

Education

Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration or related field is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required. Experience delivering results and products such as website, newsletters, videos, social media visuals is required. Experience managing communications strategies for public or private not-for-profit development institutions is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position fluency in English is required. Knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This post is financed for a one year period. Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.
