Org. Setting and Reporting

The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the respective office of the Secretary-General. UNON supports programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme UN-HABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). These multiple posts are located in the office of Budget and Financial Management Services (BFMS), Division of Administrative Services (DAS) .

Under the direct supervision of the Section or Unit Chief, the incumbents will perform the following duties:

Responsibilities

BUDGETING:
1. Preparation of cost estimates and budget proposals in terms of staff and non-staff requirements for regular budget and extra-budgetary resources under UNON Administration;
2. Monitor budget implementation and performance and recommend reallocation of funds as necessary;
3. Ensure that requisitions for goods and services are in line with authorized budgets, the priorities of the organisation and the UN financial rules and regulations;
4. Review requests for creation and extension of positions as well as requests for recruitment;
5. Assist in the execution of cost recovery in line with established agreements and policies and support on the collection of associated receivables;
6. Perform certifying functions of financial transactions as per delegation.

ACCOUNTING:
1. Responsible for the processing of financial documents in line with the financial rules and regulations;
2. Review and analysis of various accounting data, financial statements input and preparation of reports;
3. Scrutinize supporting documents for completeness, accuracy and validity of requests in line with applicable policies, procedures, rules and regulations;
4. Verify accuracy of postings and process corrections as appropriate;
5. Analyse and monitor open item managed accounts (OIM) in the ERP system (Umoja) and initiate corrective action;
6. Perform approval functions of financial transactions as per delegation.

GENERAL:
1. Prepare and analyse reports with a view to identify anomalies and unusual trends and recommend corrective action as appropriate;
2. Perform data extraction and prepare various reports for management review;
3. Respond to queries and draft correspondence in relation to budgetary and financial matters from management, clients (internal and external), auditors and other stakeholders;
4. Ensure that accurate and complete accounting; reporting and internal control systems are functioning; 5. Ensure that all relevant records and audit trails are maintained;
6. Act as team leader and provide day-day management and supervision, training and guidance to other general services staff;
7. Assist in the planning of unit and team staff work plans, monitor and report performance against the plans;
8. Knowledge retention and quality assurance focal point for the team;
9. Perform other related duties as required by Section or Unit Chief.

Education

High school diploma or equivalent is required. Supplemental training in finance, administration, project management would be an added advantage. Knowledge of SAP (Umoja), Excel, Access and other analytical tools would be an asset. MUST have passed the United Nations Administrative Support Assessment Test (ASAT) or the Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices away from Headquarters (OAHs).

Work Experience

A minimum of ten (10) years of progressively responsible experience in finance, budget or administration is required. Working knowledge with Enterprise Resource Planning (ERP) and finance system such as Oracle or SAP, and experience with International Public Sector Accounting Standards (IPSAS) is desirable. Experience with extract and analysis of various data and formulation of reports for management review and decisions would be highly desirable. Work experience in the field of income recognition, reporting or reconciliations will be a requirement. Working experience in a supervisory role would be an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of other UN official languages is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Note: These are Temporary Job Openings. Appointment against these positions is for a duration of four (4) months, a limited duration and does not carry any expectancy, legal or otherwise, of renewal.

A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
- Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
- Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
- While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
- The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
