The focus of this position is to support the Regional Representative to oversee overall programme implemention in the region in multiple thematic areas covering drug control, crime prevention, criminal justice, research and trend analysis, terrorism prevention, health and livelihoods and policy support activities.
Within delegated authority, the Programme Coordinator will be responsible for the following specific tasks:

•Provide substantive, technical, programmatic, and administrative advice to the Regional Representative and the Project Managers; help oversee and support regional and national programme implementation, coordination, reporting, and compliance with United Nations rules;
•Coordinate the development and implementation of UNODC programming and policy through the Regional Programme for the Southeast Asia and the Pacific, and provide day-to-day management of the Programme Support and Development Unit (PSDU), established in ROSEAP, and supervised by the Regional Representative;
•Support the development of ROSEAP Regional and Country Programmes and identify strategic approaches and modalities to achieve the targets and objectives; including the promotion of regional cooperation;
•Formulate programme objectives for the expansion of ROSEAP portfolio and identify viable sub-programme projects to be developed within the Regional/Country Programmes;
•In close cooperation with project managers, ensure the development, preparation, coordination of the office work-plan, project work-plans, biennium budgets, ensuring integrated programming, and effective use of resources by setting priorities and establishing deadlines, standards and targets; contribute to decision-making over human and financial resources;
•Monitor the programme cycle, evaluate the progress of ongoing project and programme activities in order to ensure timely, effective results-based programme/project delivery; ensure submission of quality project documents and revisions; ensure timely and quality project-, programme-, financial-, administrative-, and institutional reporting in consultation with relevant team members;
•Liaise with national authorities to ensure cooperation in facilitating programme operations;
•Participate in meetings, seminars, missions, external relation activities, etc. as delegated by the Representative;
•Support the Regional Representative in the implementation of a resource mobilization strategy promoting long-term sustainability and growth through the establishment of strategic partnerships and securing financial support by governments, international, public and private sector donors;
•Monitor and evaluate the performance of designated staff and provide regular feedback and guidance;
•Perform other work related duties as required.


• Professionalism: Has knowledge of theories, concepts and approaches relevant to drug control, crime prevention and human development issues, particularly in the Southeast Asia context. Has knowledge of policies and best practices related to drug control, crime prevention and terrorism prevention efforts at national, regional and international level. Has knowledge of relevant mandates of UNODC. Has sound political judgment and ability to work on political and sensitive issues. Is able to identify and contribute to the solution of complex problems/issues. Has knowledge of regional frameworks in drug and crime control cooperation and best practices in cross-border cooperation, information exchange, police coordination, etc. Has demonstrated ability to negotiate and apply good judgment. Possesses good interpersonal skills and ability to establish and maintain effective partnership and working relations in a multi- cultural, multi-ethnic environment with sensitivity and respect for diversity and gender. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

• Managing Performance: Delegates the appropriate responsibility, accountability and decision-making authority; ensures that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches tasks to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.
• Judgement/Decision-making: Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; gathers relevant information before making a decision; considers positive and negative impacts of decisions prior to making them; takes decisions with an eye to the impact on others and on UNODC; proposes a course of action or makes a recommendation based on all available information; checks assumptions against facts; determines the actions proposed will satisfy the expressed and underlying needs for the decision; makes tough decisions when necessary.


An advanced university degree (Master's degree or equivalent) in political science, social affairs, law, economics or related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional work experience in programme management related to crime prevention, drug control or related field is required. Practical experience in the area of technical assistance, strategic programme/project development, design, management, and administration in the United Nations or similar international organization is highly desirable. Relevant experience in field environment is desirable.


English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Excellent professional command of French and/or Arabic is an asset. Knowledge of another United Nations official language is an advantage.


Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice

This is a project post. The initial appointment will be for a period of one year. Extension of appointment will be subject to the availability of funds.
