Org. Setting and Reporting

This position is located in the Crime Research Section (CRS), Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Crime Research Officer (Organized Crime) and the overall guidance of the Chief of CRS.

Responsibilities

In the framework of UNODCs wildlife crime research and in collaboration with other officers in Vienna and in the field, the Research Officer (Wildlife Crime) will contribute to the development of UNODC’s data collection/monitoring capacity on wildlife crime issues and will be responsible for drafting parts of the second World Wildlife Crime Report. Drawing on UNODC’s World WISE database, the World Wildlife Crime Report will focus on in-depth analysis of the illicit markets for a series of wildlife commodities. The information contained in the Report will assist the international community in identifying and responding to wildlife crime priorities.

The incumbent will, in particular, perform the following specific tasks:

* Provide support and input to the research design, data collection, analysis and drafting of the World Wildlife Crime Report.

* Monitor the evolution of selected illicit wildlife markets through both quantitative and qualitative research.

* Routinely collect and review information and reports from UNODC and other UN offices, governmental institutions, inter-governmental and non-governmental organizations (IGOs/NGOs), media reports and other relevant sources on wildlife crime.

* Liaise with UNODC and other experts, officials of governments and research institutions, representatives of national, regional and global organizations in identification of relevant sources of information.

* Identify, select relevant sources, information and data and ensure correct usage of data and information resources as they relate to individual studies/assessments.

* Contribute to the design and maintenance of the World WISE database, and solicit further data sources.

* Undertake substantive research and contribute to the development and implementation of regional/country studies/threat assessments on wildlife crime and its linkage with organized crime, governance, security and development issues, including in particular relevant trans-national issues.

* Undertake research, including fieldwork, using standard social science research tools and practices.

* Provide expertise for preparing survey questionnaires, survey reports and presentations.

* Contribute to the development of indicators through the identification of appropriate data sources and production of relevant methodology in consultation with international and governmental experts, academic and research institutions.

* Prepare written outputs, such as background and working papers, analytical notes and presentations to governing and technical bodies.

* Provide substantive inputs to technical assistance projects and participate in relevant field missions, training, workshops and seminars and respond to demands for information on specific topics.

* Participate in dissemination and briefing activities on assigned topics.

* Undertake other work related assignments as may be required.

Education

An advanced university degree (Master’s degree or equivalent) in social sciences, environmental sciences, criminology, economics, wildlife management, law or other related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of relevant professional work experience in socio economic development, policy analysis, sociological or crime related research (quantitative and qualitative research) at the national or international level, with at least one year of international work experience, is required. Experience in drafting research reports in English is required. Experience in collaborative research and in international comparative research is required as well as fluency in standard social science research protocols, methods and tools is required. Experience in the use of database management tools and data analysis software is required. Research experience on licit and illicit wildlife markets, or experience in carrying out researches on environmental issues is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in spoken and written English is required. Knowledge of French is desirable. Knowledge of other official UN languages is an asset.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice

This position is financed from project fund. The initial appointment will be for a period of one year and any extension of the appointment will be subject to the availability of funding.
