Result of Service

The consultant will work under the direct supervision of the Finance Officer and Legal Advisor and shall maintain direct communication with Project Managers of the Hubs, the administrative support team and external consultants, in order to improve the efficiency of operations within the Latin America and the Caribbean region, providing legal counselling and reviewing legal instruments, in strict observation with UN Rules and Regulations as well as internal procedures.

The consultant shall support the Finance Officer and the Legal Advisor in completing the required administrative activities related to the complete cycle of the Project, from negotiation of the agreement to the implementation, in the Latin America and Caribbean Region.

The Consultant is expected to complete all the courses or trainings indicated by the Programme Senior Technical Coordinator. It is mandatory to conclude in the first month of engagement the trainings Basic Security in the Field (BSTIF) of UNDSS and the course I Know Gender: An Introduction to Gender Equality for UN Staff from UN WOMEN.

The consultant is responsible for their own safety, therefore, they shall be familiar with the mechanisms of security of the United Nations and follow the Framework of Accountability for the United Nations Security Management System

Duties and Responsibilities

Under the supervision of the Finance Officer and the Legal Advisor the incumbent will perform the following duties:

LEGAL
• Support the development of the daily activities of the office, doing research on short contracts and precedents concerning Cooperation and Contribution Agreements and Memoranda of Understanding, for the entire region, with focus in Brazil;
• Support the review and approval of legal instruments, such as Memorandum of Understanding, Contribution Agreements, Agreement of Cooperation, In-House Agreements or other required, in accordance with the parameters of the UN, for the entire region;
• Support in reviewing Contribution Agreements and monthly reports;
• Support in reviewing Cooperation agreements and monthly reports;
• Review and study of the privileges and immunities within the Brazilian territory, and others countries in the region;
• Support in follow up in the legal task within UMOJA, such as Grant Creations;
• Support in legal consultations related to host country agreements or any other topic from internal governmental entity, especially within Brazil;
• Draft Letters, Memos and Reports to governmental entities within any of the countries where there are projects being implemented;
• Review Long Term Agreements with vendors or service providers;
• Review Lease Contracts for Hub Offices;


HUMAN RESOURCES

• Review terms of reference for publication in UN Site or to be sent to partner agencies;
• Follow up the hiring process done by other partner agencies;
• Review and create Service Requisitions and Shopping carts;
• Follow up and create consultant and individual contractor purchase orders in UMOJA;
• Support in the review and publications of Staff Positions;
• Support and counsel considering United Nations Rules and Regulations;
• Follow up in the creation of BP Number is UMOJA;
• Prepare monthly reports to Headquarters

PROCUREMENT

• Support reviewing terms of reference for publication through Habitat or any of the partner agencies;
• Support the review of procurement procedures in accordance with UN Rules and Regulations and standards, as well as prepare monthly reports;
• Review the requests and create contracts or purchase orders, in accordance to request, in document or within the UMOJA system;
• Review or Conduct low value procurement procedures;
• Follow up in the registration of vendors within the UN System, UMOJA, and the United National Global Marketplace (UNGM) Site;
• Conduct processes based on Long Term Agreements (LTA) with providers;

OTHERS

• Liaise with other UN agencies operating in Brazil and participate of meetings of groups, such as the HR Network or the Procurement Group;
• Document, archive and keep control of the database of projects, agreements and contracts;
• Support in the control of inventory of the offices;
• Support with the Project registration and approval in PAAS;
• Draft official letters and communications for the Regional Office, as requested;
• Administrative and legal support or any other assistance requested by the officers.

Academic Qualifications: A degree in Law is Essential; Master in International Law or Urban related topics is required, additional 2 minimum professional experience in the field of international law can be accepted in lieu of a Master degree.

Experience: Minimum 3 to 5 years of progressive experience in international law, contractual law or administrative law.

Language: English and French are the working languages of the United Nations Secretariat. For the post advertised, command in oral and written English and Spanish is required. Knowledge of Portuguese and French is an advantage.

Skills: Previous knowledge of ERP/SAP system is an advantage,

The United Nations Human Settlements Programme, established by the General Assembly of the United Nations by its resolution 32/162 of 19 December 1977, transformed into a Programme by its resolution 56/206 of 21 December 2001, with headquarters in Nairobi, Kenya, is the coordinating agency within the United Nations System for human settlement activities, the focal point for the monitoring, evaluation and implementation of the Habitat Agenda, as well as the task manager of the human settlements chapter of Agenda 21.
