Org. Setting and Reporting

Under the direct supervision of Chief Client Solutions Delivery Section or a designated officer and within delegated authority, the incumbent will be required to perform the following duties at the United Nations Global Service Centre (UNGSC)/Field Technology Service (FTS) in Brindisi.

Responsibilities

• Coordinates and prepares the timely creation of standard and specialised thematic mapping products at all scales to support decision making and information dissemination processes of other sections;
• Leads the team in the collection, processing and evaluation of geo-data, to include vector, raster and thematic data to enhance mission geospatial databases;
• Participates in the quality control of all geospatial information products prepared;
• Takes the lead in the archiving of the mission's geo-data and maintain the mission's gee-database system;
• Participates in the operation of the mission's intranet map server(s) and its associated services;
• Conducts geospatial information training and education programmes for mission staff;
• May supervise the team in GIS server administration, which includes the installation, configuration, testing and maintenance of geographic information system (GIS), as well as optimizing the availability and responsiveness of various GIS server functions: gee-database, file and web/application;
• Provides technical support in administration of desktop workstations including first level troubleshooting, application software installations and updates, as well as the upkeep of peripheral equipment including plotters and scanners;
• Populates GIS data repository and implement appropriate data security and access controls;
• Liaise with server systems administrator group for the backup of GIS servers, and implement disaster recovery plans for the mission;
• Assist in document user requirements for solutions development on the desktop and mobile devices.
• Assists in the development of common applications and web templates/services for mission GIS Sections;
• Provide technical support in testing, deploying and maintaining custom developed geospatial applications.
• Coordinates the timely exchange of geospatial information between missions and the Geospatial Information Section of the Department of Field Support (DFS);
• Assists in managing the technical work of junior staff;
• Performs other related duties as assigned.

Education

High school diploma or equivalent is required.
Technical or vocational training in Programming, Geographic Information Systems (GIS) and/or equivalent, which involves geospatial information applications development, Geospatial data and database management are desirable.

Work Experience

At least seven (7) years of progressively responsible experience in geospatial information (ex. Geographic information system (GIS) integration, Geospatialweb and/or mobile development and its related works.
Knowledge and practical experience of GIS software is required.
Experience at the international level or direct working experience in UN geospatial information operations in the field is desirable. Experience in multinational working environment is desirable.
Knowledge of geo-database systems, software programming languages and web technology is desirable.
Hands-on experience in developing GIS solutions using programming languages such as jQuery, Dojo, ArcGIS APIs, JavaScript, HTML 5 and/or .NET-Framework and associated development languages and scripts such as C#, ASP.NET, is desirable. Development skills on Xcode, Swift and ESRI SDK (e.g. Android SDK, iOS SDK) for mobile applications are desirable. Other programming/scripting languages e.g. Python, ActionScript and PHP are desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat. Having passed the Administrative Assessment Support Test (ASAT) in English at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, or ICTY may be recognized in place of the GGST, pending confirmation of validity.
