Org. Setting and Reporting

This position is located in the Office of the Executive Secretary. This position reports directly to ECLAC’s Executive Secretary.

The Economic Commission for Latin America and the Caribbean is one of the five regional commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities

Under the direct supervision of the Executive Secretary, the incumbent is responsible for performing the following duties:

1.Assume the day-to-day substantive supervision of all substantive Divisions at ECLAC Headquarters.
2.Supervise the substantive functioning of sub-regional and national offices of ECLAC.
3.Directly supervise the substantive functioning of multi-disciplinary and inter-divisional working groups which are frequently established to undertake specific studies and formulate proposals to member governments.
4.Ensure that the quality of substantive outputs delivered by each and all Divisions of the ECLAC system are of the highest caliber and consistent with the work of ECLAC and United Nations conceptual framework.
5.Represent the Executive Secretary – both during his/her absences and upon his/her specific delegation – in all official functions before government officials and international organizations as well as in his/her managerial functions in the Commission.
6.Preside over the internal ECLAC committees on Publications and on other committees as necessary.

Professionalism: Knowledge of the substantive field of work related to micro and macroeconomic policies and development strategies in Latin America and the Caribbean region is required. Education

Advanced university degree in economics or related field is required. PhD in related field is highly desirable.

Work Experience

Over of 15 years of experience in development policy and issues relevant for the Latin American and Caribbean region. At least five years of experience in functioning of inter-governmental organizations is highly recommended. Proven balance between substantive and managerial experience. High record un publications (books and referred journals) in relevant fields and at the international level is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Spanish are required.
NOTE: ‘’Fluency’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand) and ‘’Knowledge of’’ equals a rating of ‘’confident’’ in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
