Org. Setting and Reporting

These positions are located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA). Duty Station is Bamako and Timbuktu. The Security Information Analyst at P-3 level is under the overall command of the Principal Security Adviser (PSA), reports directly to the Chief of the Security Information Coordination Unit (SICU).

Responsibilities

Within limits of delegated authority, the Security Information Analyst at P-3 level is responsible for the management of information relevant to security, including collection, collation, analysis orand dissemination, to be used as a decision-making and planning tool by the UN Designated Official and Security Management Team in a field mission to enhance the safety and security of UN personnel, assets and operations in the country. The Security Information Analyst will maintain security information awareness of all aspects which could potentially affect the safety and security of the UN, including up-to-date knowledge of events relating to the security environment through monitoring of security incidents, daily situation reports, local media and other open sources, and the cultivation of an information gathering and sharing network in accordance with policy and guidelines.

Specific responsibilities of the Security Information Analyst includes but not limited to the following:

•Contributes to the provision of advice to the PSA or a similar entity on threats affecting the United Nations;
•Supervises the Assistant Security Information Analyst(s) of the Security Information Coordination Unit (SICU) in the duty station;
•Evaluates and coordinates security information requirements, collection, collation and dissemination of security threat information to PSA , Designated Officials and Security Management Teams;
•Analyzes security information, identifies trends of threats and security incidents affecting United Nations system personnel, assets and operations in specific countries;
•Conducts trend analysis, gathers comprehensive information on all factors of insecurity, assesses the relevance and validity of security information and the reliability of information resources;
•Assists Chief SICU, PSA or equivalent in the development of specific security risk assessments for individual UN programs and activities in the region, or in preparation of rapid threat and risk assessments;
•Contributes to the development of corresponding security advisories and recommendations on security operating procedures;
•Provides country-wide security risk analysis, briefing materials and presentations to PSA or equivalent, Designated Officials and Security Management Teams on security matters;
•Conducts and coordinates research on specific threat factors, support activities of the Crisis Management Team in response to specific security incidents;
•Maintains effective communication channels with security authorities of host countries and other interlocutors;
•Drafts and coordinates timely dissemination of security threat information to mission leadership, Security Personnel;
•Drafts reports on analyses of security incidents affecting United Nations system personnel, assets and operations;
•Contributes to the development of state threat assessments in coordination with Principal Security Adviser or equivalent in neighboring countries;
•Supervises and guides the activities of the Assistant Security Information Analysts in the SICU as well as any national staff assigned to the information cell;
•Performs other duties as directed by PSA or Chief SICU.

Work implies frequent interaction with the following:
• Head of Field Mission, Designated Official for Safety and Security (who can be the same person as Head of Mission), Senior Administrative Officers and Directors;
• Security personnel, United Nations Department for Safety and Security (UNDSS) including field personnel and desk officers at the Peacekeeping Operations Support Section (POSS) at UNDSS headquarters and the Threat and Risk Assessment Unit;
• Security personnel, Department of Peacekeeping Operations including the DPKO-DFS Focal Point for Security at Headquarters, and the Assessment Teams of the DPKO Situation Center and the Office of Military Affairs;
• Security personnel, Agencies, Funds and Programs operating in the mission's area of responsibility and/or other field missions;
• Military and Civilian Police Officers;
• Project Managers and other Project personnel;
• Host Government officials and local law enforcement personnel;
• Members of diplomatic missions in the country, foreign military forces and other sanctioned organizations and individuals.

RESULTS EXPECTED:
• Effective planning, implementation and coordination of a security information analysis system capable of maintaining situational awareness for the mission and other United Nations entities in the country.

• Planning & Organizing:
Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

• An advanced university degree (Masters degree or equivalent such as a senior command and staff qualification) in security management, information management or business administration, political/social science or international relations with focus on security information management. • A first-level university degree in combination with two additional years of qualifying experience in military, police or security information management may be accepted in lieu of the advanced university degree. • UNDSS Certification in Security Analysis Process and Practice (SAPP) course is an asset.

Work Experience

• A minimum of five years with advanced university degree (seven years with a first-level university degree) of progressively responsible experience in security information analysis with a military, police, state, civilian information management or security management organization is required; At least two years experience and exposure at the international level is required; • At least two year's of experience in a conflict or post conflict environment is required; • Other desirable experience: Security Information Coordination Unit (SICU), Joint Mission Analysis Centre, maintenance and coordination of priority information requirements, computerized data base and archives, mission-wide risk analysis; conduct of statistical analysis to identify trends and security incident patterns; assessment of conflict dynamics, GIS data basis management, military or national intelligence, etc.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency both in English and French is required.
