Org. Setting and Reporting

This position is located in the United Nations Democracy Fund (UNDEF), Department of Management. The incumbent reports to the Executive Head of UNDEF.

Responsibilities

Under the guidance and supervision of the Executive Head, UNDEF, the incumbent’s responsibilities will include but are not limited to:

• Takes the lead to develop, implement and evaluate assigned programmes/projects, directs subordinates in programme/project development, implementation, monitoring and assessment, directs review of relevant documents and reports, identifies priorities, problems and issues to be addressed and proposes corrective actions, liaises with relevant parties, identifies and initiates follow-up actions;
• Directs research and programme evaluation and presents information gathered from diverse sources;
• Coordinates policy development, reviews the assessments of issues and trends, preparation of evaluations or research activities and studies;
• Undertakes survey initiatives, guides design of data collection instruments such as databases, reviews, analyzes and interprets responses, identifies problems and prepares conclusions for knowledge management and best practices;
• Supervises preparation of various written outputs, e.g., background papers, analysis, substantial sections of reports and studies, inputs to publications;
• Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations for but not limited to the UNDEF Advisory Board;
• Manages outreach activities, multimedia communications campaigns, makes presentations on assigned topics/activities;
• Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
• Coordinates activities related to budget and funding and ensures preparation of related documents/reports;
• Serves as an effective spokesperson and establishes collaboration and partnerships with key officials and donors inside and outside the organization, and develop strategies for resource mobilization;
• May perform other duties as required.

Knowledge of the practices and procedures of the United Nations or of a similar large international organization is desirable. Ability to analyze and articulate programme management issues that require coordinated and integrated responses. • Judgement/Decision-making: Identifies the key issues in a complex situation, and comes to the heart of the problem quickly; Gathers relevant information before making a decision; Considers positive and negative impacts of decisions prior to making them; Takes decisions with an eye to the impact on others and on the Organization; Proposes a course of action or makes a recommendation based on all available information; Checks assumptions against facts; Determines that the actions proposed will satisfy the expressed and underlying needs for the decision; Makes tough decisions when necessary.

• Vision: Identifies strategic issues, opportunities and risks. Clearly communicates links between the Organization’s strategy and the work unit’s goals; Generates and communicates broad and compelling organizational direction, inspiring others to pursue that same direction; Conveys enthusiasm about future possibilities.

Education

Advanced university degree (Master’s degree or equivalent degree) in political science, communications, law, administration, management, economics or a related field. A first-level university degree in any of these fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in project or programme management, advocacy, communications, administration or related area is required. Experience in donor relations, fundraising, or resource mobilization is desirable. Experience in communication and outreach strategy and drafting of diverse materials for use by senior officials is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
