Result of Service

1) Improved access to thematic information hooked to the joint clearing-house mechanism by improving the search functions of our websites and documents libraries.

2) Review and suggested updates on the BRS taxonomy.

3) Report on market research on best available tools for semi-automatic tagging of documents and web pages, based on BRS Taxonomy, and tools to suggest new concepts for tagging based on a corpus of documents and web pages.

The duration of the contract is 6 calendar months, from 1st July 2018 to 31th December 2018.

Duties and Responsibilities

The consultant will undertake assignments under the following projects and will work as part of the Knowledge Management team and in full consultation with the Secretariat:

1) Establish a corpus of representative documents from the three Conventions, covering different documents types (meeting documents, presentations, submissions, publications, guidance, etc.). Estimated duration: 2 weeks.

2) Analyze the document corpus against BRS taxonomy to identify missing or unused concepts, as well as concepts that should be refined. Estimated duration: 2 weeks.

3) Produce a report on market research on best available tools for semi-automatic tagging of documents and web pages, based on BRS Taxonomy, and tools to suggest new concepts for tagging based on a corpus of documents and web pages. Estimated duration: 2 weeks.

4) Identify documents in the Conventions documents management system (M-Files) and tag them with proper concepts from the BRS taxonomy and proper titles and description. A particular attention will be given to documents to be included in the joint scientific and technical publications library (http://www.brsmeas.org/?tabid=3790) such as final regulatory action supporting documents. Estimated duration: 2.5 months.

5) Identify web pages in the Conventions websites and tag with proper concepts from the BRS taxonomy and proper titles and description, including specific tags for Facebook and Twitter. Estimated duration: 2 months.

6) Perform any other duties as requested.

Qualifications/special skills

Academic Qualifications: An advanced university degree in information management or related area is required for this consultancy.
Experience: At least 3 years of proven experience in knowledge management, content governance, search, taxonomy and metadata management projects are required for this consultancy. Demonstrable experience in indexing content using existing taxonomies is also required for this consultancy.
A good knowledge of intergovernmental issues related to hazardous chemicals and wastes, as well broad knowledge of environmental and health issues will be an asset for this consultancy. Knowledge of SKOS standards and tools would also be an asset.
Language: For this consultancy, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
